Not Included in This Release
The following items are not part of this release. Please review carefully before enabling any HOTMA settings.
- JSON File Submissions: HUD continues to finalize the Technical Reference Guide (TRG). This functionality may be included in a future release once HUD publishes updated guidance.
- FSS Changes for the HUD-50058 (2024) Form: These updates are in progress and will be available in the next scheduled release.
HOTMA / Form Updates
1. Updated HUD-50058 Form (2024 Version)
- The system now generates and prints the 2024 version of the HUD-50058 form from the Household screen, replacing the 2020 version for certifications on or after the agency's HOTMA effective date.
- All new fields, renumbered fields, and removed fields align with the official 2024 HUD-50058 layout across Sections 1-15.
- Legacy (2020) certifications remain viewable and printable using the prior form layout.
2. HOTMA Effective Date Setting
- A new HOTMA Date exists on the main tab in Setup. The Parameters option in Setup holds the HOTMA inflationary adjustments.
- Certifications with an effective date before this setting use the current (2020) form and rules.
- Certifications with an effective date on or after this setting use the 2024 form, fields, and HOTMA calculations.
3. Certification Updates (New Fields)
- HOTMA Sub-tab (new): A new HOTMA sub-tab under the main certification holds many of the fields needed for the 2024 50058 Form. It appears only for HOTMA certifications.
- Unit Screen: New fields for Accessibility Features 5e and Unit Real Estate ID Number.
- Assets tab: New Imputed Income column (6f), updated field ordering (6g-6k), and an asset calculation panel showing Net Family Assets, Imputed Assets, Threshold, and Passbook Rate.
4. Asset Management Enhancements
- The Asset Add Wizard now includes disposal tracking fields: Disposed Asset flag, Disposal Date, Fair Market Value, Amount Received, and an Include in Net Family Assets flag (6c).
- The Asset Screen includes new columns and fields for Include in NFA, Imputed Income, and Property Type. A new View Totals button on the Assets tab displays the new asset calculations.
- HOTMA Asset Calculation is enabled for all 50058 program types. It applies the Threshold from Parameters Setup to non-necessary personal property, automatically flags assets for Net Family Assets (NFA) inclusion, and calculates imputed income using the HUD-published passbook rate.
5. Rent Calculation Updates
- Ceiling Rent has been removed from the Public Housing rent calculation for HOTMA certifications. The system now uses TTP or the lower of TTP and Flat Rent.
- HOTMA Medical Threshold rules are now available for all 50058 program types (previously Rural Development only).
6. New Income Type: Safe Harbor Determination
A new Safe Harbor Determination income type is available for HUD-50058 incomes, allowing agencies to record income determined through an approved Federal means-tested form of public assistance.
7. IMS/PIC Submission Compliance (ASCII Alternative Instructions)
For HOTMA-flagged certifications, the system applies HUD Alternative Instructions for ASCII file submissions until the full JSON format is supported:
- Field 2s is automatically populated with HOTMA (read-only).
- Section 6 asset fields are remapped according to HUD guidance.
- Seven HUD validation errors (4306, 4316, 4318, 4320, 4362, 4408, and 4418) are downgraded from Fatal to Warning:
- 6f: If Total Anticipated Income is a positive value, Total Cash Value of Assets must be non-zero.
- 6i: If 6f is less than or equal to 5000, it must equal zero.
- 6i: If 6f is greater than 5000, it must equal the product of 6f and 6h.
- 6j: Must equal the larger of 6g or 6i.
- 8f: If 2a equals 1, 2, 3, 4, 7, 9, or 14 and 2b minus 3e is at least 62 for any Family Record in which 3h equals H, S, or K (head/spouse/co-head is elderly), or 3j equals Y for a Family Record in which 3h does not equal L, it must equal the product of 7i and .03.
- 8p: If 2a equals 1, 2, 3, 4, 7, 9, or 14 and 2b minus 3e is at least 62, or 3j equals Y for the Family Record in which 3h equals H, S, or K (head/spouse/co-head is elderly or disabled), it must equal 400.
- 8r: If 2a equals 1, 2, 3, 4, 7, 9, or 14, it must equal the product of lines 8q and 8r.
- Safe Harbor income correctly maps to Field 7b = N in the ASCII output.
Non-HOTMA submissions continue using the standard legacy mapping.
